The film, A Whisper to a Roar, highlights the countries of Ukraine, Venezuela, and Egypt, as their citizens work towards rebelling against their corrupt governments in order to transition them to fair democracies. Therefore, although the definition of democracy is never explicitly stated in the film, it is clear that the citizens are very aware of what they define as democracy- something their governments fail to provide for their citizens on their own- as they struggle to hold their governments accountable and force them to change to what they believe democracy is.
There are three main segments upon which the featured people of Ukraine, Venezuela, and Egypt focus on, in order to implicitly define what democracy is to them. This includes media, freedom of association, and elections. Through these three venues, the people of Ukraine, Venezuela, and Egypt attempt to fight back against their governments, who do not fulfill the promises of democracy.

The ability to associate is a key part of what enabled the people of Ukraine, Venezuela, and Egypt to promote true democracy in their respective nations. For example, following Viktor Andriyovych Yushchenko’s rigged loss to Viktor Yanukovych, the Orange Revolution was launched, in which people from all over Ukraine gathered in front of the parliament building to protest. This resulted in a repeat election, upon which Yushchenko was rightfully granted the presidency. The ability of the citizens of Ukraine to organize was a direct contributor to the implementation of a more fair democracy for their nation.
