The Southeastern Pennsylvania Transportation Authority ( SEPTA) is a state authority charged with both financing and running public transportation in the five Pennsylvania counties of Philadelphia, Bucks, Chester, Delaware, and Montgomery. SEPTA was originally created in 1963 to reverse the national decrease in city public transportation following World War II. Since developed by Pennsylvania, SEPTA’s board is both designated and represented equally amongst the five counties, which has caused many problems for SEPTA. Despite the fact of Philadelphia ridership being greater than the combined ridership of SEPTA’s remaining four counties, the vote is still divided equally amongst. Consequently, there has been a push and pull for SEPTA’s board
