Without a sense of national pride, or patriotism there will be no common morality of a group of individuals living in a common land. Whereas cosmopolitanism calls for a variant of a world government a partial cosmopolitan world will accept that some values are not shared amongst all groups and can be practiced within the confinements of a region, not a state. This would entitle universal rights to be accepted as norm globally protected by an international organization, such as an International Criminal Court, and allow for civic nationalism within regions, and internationally. The importance would be to interpret whether certain values are acceptable in this form of partial cosmopolitanism or not. As an example, Nazi beliefs would possibly be rejected as unfit for all mankind and thus not allowed in practice. Presumably, dominant values that are reflective of all mankind will survive and through international education standards other community values and beliefs can be
