He already customary the act way of a commander. What he saw as a commander is the never end segregation. He don’t want the racial discrimination. He starts to change; the discrimination in the Navy start to change. He put black American and White American to work together as one team. When every they have a meeting, Joe Small will encourage black American and white American to become friends. The change is on progress, in some way, white won’t be so racial.One day, Thurgood Marshall came to the Navy. He just come here o one of his not busy day talked to Joe Small about how is his life and what is going on in the navy.
Thurgood Marshall agree with what he is doing in the Navy and said to Joe Small, “If you need anything, I will be happy to help you.” The segregation in the Navy slowly solved, black and white start work together like a team.
Joe Small was the first African American became an officer in the Navy. As Joe Small become well known, the stories of other men brought up on the stand.
