I am a firm believer that Lincoln had the best plan. Through implementing his plan with the Proclamation of Amnesty and Reconstruction, he strived to push through to reunify the United States. Instead of punishing the Southern states, he acted quickly to have them join the Union. Solemnly, his plan was based on if the Southern states had a 10% rate of voters who took the oath of loyalty, they would be readmitted back into the Union. Nevertheless, his plan was one of amnesty.
