Regarding sub pay: RPE funds can’t be used to replace other sources of funding. They can be used to supplement (build on/add to) other sources of funding. I guess it comes down to whether the sub pay is building on pay teachers (your participants) would receive from state/local funding anyway but not replace teachers’ pay. While I think it would be okay, I have to say that makes me uncomfortable. If you decide to pursue, you may want to consider what your “ask” of participants & school /school district will be and how you will support it.
