DSS received a report of physical neglect and sexual abuse of Andria Ledbetter on September 22, 216. DSS investigator Dana Lyles responded to the report and made initial contact with Andria Ledbetter at school. Caseworker Lyles met with Andria in the presence of DSS caseworker, Wanda Thompson and Byrnes High School, Guidance Counselor, Donna Christopher. CW explained the purpose of the visit to minor, Andria Ledbetter and she agreed to speak with caseworker Lyles in the presence of the accompanying individuals. Andria stated a couple of months ago when she was at her home giving her niece a bath her step-father, Matt Anderson, entered the bathroom and pulled out his penis to urinate. Andria states she told her mother, Rhonda Anderson, of what her step-father had done and her mother sent Mr. Anderson a text message to let him know that she knew about the incident. Andria states Mr. Anderson did not text message her mother back. Andria states her mother at that time had plans for them to move out. Andria states there was an incident where Mr. Anderson had been drinking when he took his gun and killed the dog, because the dog was in too much pain. Andria states her mother was afraid that since Mr. Anderson had killed the dog that there was a possibility that Mr. Anderson could possibly harm someone else. Andria admits that Mr. Anderson has never tried to touch her and he has never asked her to touch him, however, Mr. Anderson does make explicit comments in her presence about her underage friends that come over to visit. Andria states Mr. Anderson has made comments about her friend’s breast, but has never touched her friends either. Andria states that when her mother would have to work and Mr. Anderson would be at the home, her mother would allow her to invite friends to come over to the home and they would stay inside her bedroom as much as
