Lewis Lord wrote Article 22 to explain the problems in international waters. This article explains that countries trading in the Mediterranean were in danger of piracy. It took many years to accomplish, but with many tries and failures the US came out on top after a few misconceptions. At first they lost vessels, crews were enslaved, and hasty decisions were made. In the end during Madison's presidency, piracy in the Mediterranean came to an end.
Early times of the 19th century, Thomas Jefferson and James Madison commanded US Naval fleets to address matters in the Mediterranean. After seizing the upper hand the US did not just free trade routes from being loitered, they had a new sense of nationhood and had earned respect of much of the world. The Pirates did what they did to terrorize and put fear into people. The Barbary Pirates looted because they were on a mission to collect blackmail and ransoms for the rulers along the Barbary Coast. Religion played a big role in the Pirates dealings. Christians could convert to Islam culture and be spared harsh labors and instead land cushy jobs.
