1.) Bill most likely followed Sam’s directions given the fact that is it practically impossible to write a good report in two hours for work that took more than 1,000 hours and about 4 employees to complete, more so he has to do it without assistance.
If I were faced with this situation , I would write the report submit it a few hours late without signing the report as an unsigned report is no good. In addition to the report I will enclose my resignation letter. I would not have my dignity and possibilities of a better future ruined by one mistakes. I think my family will understand.
