The Articles of Confederation were drafted in 1777 and ratified in 1781. The state needed strict guidelines of how they were organized. They purpose was to balance the need for national regulation of interstate matters. Specifically preparation of the military for the war of independence, as well as civil conflicts. They were also purposed to mitigate citizens’ fear that the government was a threat to their liberty. Under the Articles of Confederation, there was once house of congress and each state had one vote. Major decisions required 9 out of 13 states approval.
