Most of India was under British government which left a lot of Indians getting kicked out of civil offices. The British laid all the train tracks in India and transported Indian goods. India had 960 civil offices which controlled the administration of India. British ran 900 of them, India ran 60 of them and that made it so Indians didn't have a say on their taxations and revenues (Doc. 2).
