1.0 Introduction

Hostel Services, directed by Russel Matt, is a division of the City of Toronto that assists the homeless by providing shelter, necessities and other services [1]. They want a means to preserve the health and safety of the homeless people across the City of Toronto, who sleep outside —rough sleepers— during harsh winter weather conditions.

2.0 Problem Statement There are many rough sleepers across the City of Toronto who sleep outside year round, by choice or because they lack a choice [2]. Due to their sleeping conditions, they are exposed to extremely cold weather and heavy snowstorms during the winter. This exposure can lead to a variety of adverse health effects[3], the most detrimental of which is hypothermia [3], which can lead to death [4]. Because they are outdoors and exposed [3], rough sleepers are at a higher risk for assault [5] as they do not have the means to prevent attacks[6].
