A Rhetorical analysis on charter schools: Are they effective/ necessary Public schools and Charter schools are similar to one another. Public school is funded by the government through taxes, federal, state and local dollars. Funding can be cut and they have to follow the states guidelines on what to teach. A charter school is free, independently ran but operated by a for-profit private companies. They are funded by the government coffers and accountable to the government body. Unlike private schools where tuition is expensive and they depend on their own funding through tuition, grants, donations and endowments.
