Well, according to the Deontological perspective Colon should pose himself several questions in order to figure out the best option when it comes to his ethical dilemma.

The focus is on the act, and therefore, one must identify the act to be evaluated. The question must then be asked, what is the act?

Colon's ethical dilemma entails whether or not he should report the coverup of Captain James Brady unethical violations by Lieutenant Joseph DiLacqua to a higher supervisor.

If Colon decide to report the coverup to a supervisor, then his main intentions would be to prevent systemic corruption and fraudulent activity in the future.

Will it use any person as a means to an end? It depends on Colons true intentions if he is an ambitious officer who wants to climb the corporate ladder, then by exposing the systematic corruption in his department he may be praised by the public as being brave. Yet, he can face backlash from his fellow peers.

If he decides not to report the coverup to a supervisor then that would mean he wants to preserve his current “status quo” in fear that his job might be in danger and he does not want the added stress.
