1.What is the comparative method and how can it be used to help us learn about the states? What is the difference between the Most Similar Systems (MSS) and Most Different Systems (MDS)approach? Give an example of the comparative method in response to a current policy problem in the U.S.
The Comparative method is a learning approach based on studying the differences and similarities among things, in class we used this approach on states to determine if they are as similar or different as they seem. The Most Similar System is when two similar things differ on one characteristic. The Most Different Systems is when two completely different things share one common characteristic. An example of the comparative method can be seen using the Most Similar systems on the Affordable Care Act Medicaid expansion between the states of Texas and Louisiana. Home’s rule is where the state gives local governments a large amount of discretion in local affairs. An advantage of Dillions rule is that it gives the state legislator a constant win with the powers of the local government. A disadvantage is that it gives the local government power which is a problem if the state gives a local government who is doing bad economically an unfunded mandate. An advantage of Home rule is that it gives the local government an opportunity to experience with things and the good thing is they have a charter which is a document outlining powers and responsibilities so no one can overtly abuse it.
