War on Drugs of the 1980s and 1990s predominantly targeted the minorities. Evidence suggests that drug use was more common in poor neighborhoods in minorities. The federal statutes had a mandatory prison term for persons possessing more than five hundred grams of cocaine are required to serve for five year prison term. About 95 percent of persons serving long sentences in jail for possession of crack cocaine under this law were African American.
