1. How is a comprehensive core reading program related to high-quality instruction? Why is it important to implement high-quality instruction?

When implementing a reading program, it is crucial for the teacher or the school to implement a program that is beneficial for all learners, and not only geared towards higher-level learners, or towards the lower level learners. If you cater towards only one type of learner, you are not providing an effective learning module for all, and therefore withholding a high quality instruction and education from certain students. In a comprehensive core-reading program, the teacher and school are learning to develop a program that teaches the student to eventually read to learn instead of learning to read.

When the teacher is consistently and completely following these steps in the comprehension reading program, the students will progressively move towards using reading as a toll for learning, instead of the other way around.

The five critical components of reading instruction are phonic awareness, phonics and word study, fluency, vocabulary, and reading comprehension. For example tier 1 is more whole class instruction and student progress monitoring than tier 2. This is when the students are still receiving the instruction as a whole class, but the students and the teacher to take sure that the level of comprehension and understanding do individual monitoring is taking place. In tier 2 will focus more on remedial instruction and skill deficits. This is targeted more towards individual students and the skills or lessons that they are not receiving or comprehending within the classroom. It will provide more corrective feedback and will provide it right away, when in tier 1 that takes more time. Finally in tier 2 there is the possibility of reviewing and re-teaching skill if needed and more time to practice those skills in order to obtain
