After the Revolutionary War Americans were on an all-time high with their newly won independence. Although moral among the population may have been high the leaders knew that the Article of Confederation would not and could not sustain as the Governing document for the new nation. The new Nation needed a new document that would allow for a federal government. The new document was the Constitution. From the beginning the Constitution was controversial by many of the states within the colonies. However, everyone knew that for the country to succeed each state would have to find a common ground on which they could agree. This led to arguments from the smaller states which wanted equal representation as large states. Through a surprising compromise Connecticut proposed that population dictate representation in the House of Representatives while each state receive equal representation within the Senate. The Connecticut Compromise was agreed upon by the Delegates of each state and put into effect.
These leaders also knew that slavery would be a strong speaking topic among the Delegates from each state. The Northern states wanted to do away with slavery while the southern states wanted each state to decide how to proceed on the controversial topic. Like many of the other topics slavery ended in a compromise in which the Northern states agreed to return runaway slave under the Fugitive Clause and allowed from Southern states to use slaves as voting power under the Three-Fifths Formula.
The result of the Constitutional Convention was a reformed Federal government which was outlined by the Constitution. The Convention was supposed to reform the Article of Confederation however they ended up creating a new document which regulated the Federal government. The Constitution structured how the countries government would interact with foreign governments. It was decided that these foreign affairs would be the responsibility of the Executive branch while treaty ratification would the assigned to the Legislative
