Marco Rubio’s response and assessment of Cuba to Senator Tom Harkins was direct and confrontational. Rubio’s speech includes two key strategies, 1. Perspective about Cuba, 2. Uses tone to reflect his attitude about the subject as well. Rubio compares what Harkins said about Cuba and what he experienced. Rubio also the way he says the speech to emphasize how he feels about the country Harkin had toured. By analyzing Rubio’s response to senator Tom Harkin, I would like to ask what you believe is Cuba’s influence on other nations. Rubio uses perspective to show that Senator Harkins is inconsistent about what he believes Cuba actually is. In Rubio’s speech he says “I heard him also talk about these great doctors that they have in Cuba. … I’ve met a bunch of them. You know where I met them? In the United States because they defected.” (Lines 1-3). Defected means to abandon one’s country. “Because in Cuba, doctors would rather drive a taxi cab or work in a hotel than be a doctor” Rubio (Lines 4-5). Rubio Opposes Harkins belief of having good doctors in Cuba. Rubio expresses he believes Senator Harkins is wrong about the country he toured. Rubio states “I heard about their wonderful literacy rate, how everyone in Cuba knows how to read. That’s fantastic… they can only read censored stuff.” (Lines 10-11). Rubio is saying even though they know how to do these things they are only allowed to do so because it was given to them. Rubio says that they can only read and watch what is provided to them by the government, implying his concerns about Cuba’s influence on other nations. Rubio then goes on by stating that Cuba doesn’t know how to run their economy, how to build, and how to govern their people. Also that what Cuba is good at is controlling what information their people
