On 02/27/2018 at about 21:32 hours I was dispatched to a disturbance at 1768 E 190th St, Sumner County, Kansas. While en route to the call dispatch advised a juvenile female had been involved in a fight with her guardians, and she reported suffering some form of abuse. Dispatch advised the female had left the home and went to a neighbors house to call 911. They also advised the female was reporting her guardians had a marijuana plant in the house. The home in question is located at 1923 S Oxford Rd. As I made my way to the call I learned an additional in Arkansas City, Kansas called to report his girlfriend, who was believed to be the initial 911 caller, was being abused by her family. She told me her sister, who she is the legal guardian over after the death of their mother, came home from a school event. She said they began to argue because Destiny Smeltzer was upset she would not be able to attend sports practice on 02/28/2018 even though the students were out of school. She said during the course of the argument Destiny Smeltzer became rude and disrespectful. She said her husband, Brandon Lynn, decided to discipline the girl for her behavior. She said she was present when Brandon Lynn told Destiny Smeltzer she could choose between ten strikes with the open palm or five strikes with the belt. She said Destiny Smeltzer chose the five strikes with the belt. Ariel Lynn said she was present when the strikes were delivered and she did not believe they were malicious, cruel, or inhumane. During my conversation with Ariel Lynn her husband Brandon Lynn came home. I asked him about the incident and he repeated the same story. He said he offered the girl the choice between methods of discipline and she chose the belt. He said she leaned over the armrest on the couch and he delivered five strikes to her buttocks area with the leather belt. He said after this the discipline ended and the family asked for the girl's
