Rapes have a lower rate than it ever has due to DNA testing; however, some major cities such as Chicago, New York, Philadelphia, Los Angeles, Phoenix, and San Antonio show some similarities. In comparison to other cities, my hometown of Memphis, TN has alarming and disturbing rates of rape. Therefore, Shelby County, Tennessee was under a lawsuit for untested rape kits that dated back as early as the 1980’s. Victims of rape have filed lawsuits against the city and county for failing to handle rape kits responsibly. Rape victims also, complained that the county did not properly prioritize testing kits. Even with the number of rapes that has decreased, there are some routine and habitual criminals who continue to commit rape offenses, and they go to the extreme of relocating to pursue other victims and missing court appearances after DNA testing has provided …show more content…
However, some of these criminals are not apprehended until months or even years later because they are fleeing from law enforcement. Nevertheless, several factors must be considered before any specific reason or solution to crimes can be pinpointed. Crimes, criminals, and the criminal justice system are evolving every day, and more research and practice has to be done. Monitoring trends are even more important today because many innovative, but intrusive to curb crime have been implemented. Since the early 1990s, DNA technology has progressed to the point at which traces of blood, semen stains, hair, and saliva residues left behind by the suspects. (Fathers for Life, 2013)
