Indeed, pubic administrators have the power to cause a positive impact at any level of government. This was the case of Dr. Helene Gayle, a real national and international public health leader who persistently strived to win in the fight against HIV/AIDS and other contagious diseases (Riccucci, 2002). According to Riccucci (2002), Dr. Gayle is an example of successful and effective manager and leader. Her focus was always on preventive strategies for HIV/AIDs and other infectious diseases and she was able to contribute to its awareness and improve the involvement of key individuals and groups in the process of mitigating this world-wide problem. The main political, social, and economic forces, the three political resources of public agency administrators, and the importance of involving various agencies and organizations in a process of advancement the aforementioned problem will be further discussed.

Gayle “We are not sole players, nor will we ever have all the resources to fix all these problems in our own. Developing collaboration is key” (Riccucci, 2002, p. 15). She definitely understood this. She met the right people and made sure she developed healthy relationships so that she could request help when necessary. People knew that she cared deeply about solving this major problem at least to a certain extent, they knew that she was responsible, and they knew she was capable (Riccucci, 2002). By making sure that she had a great reputation, she was also obtaining the support of agencies and organizations. She also had the support of her staff and her senior staff, which to her, was extremely important (Riccucci, 2002). As a result, she was able to make a difference, this demonstrates that creating such a network is essential when it comes to solving an issue of this
