The Works Progress Administration, created by Edward Kelley, was responsible for supplying United States citizens with jobs. These jobs included constructing roads, schools, post offices, and the sewer systems. The WPA was the largest employer in the history of Chicago, it was funded by the taxpayer dollar. It also employed 8.5 million Chicago residents during the Depression Era, with minimum wage being between 15 and 60 dollars.
