Case Summary: You presented a very detailed and accurate discussion on how Chief Mangan facilitated organizational change in the Spokane Police Department in order to move the department into community policing. You were correct in saying that he did not have a long-term master plan for change, but he created an atmosphere where anyone, officer or civilian, could bring issues and possible solutions to the table for discussion without fear of repercussions. Initially, his two primary goals were to increase resources for the department and improve community relations. Mangan realized that morale was poor, substandard equipment existed, and the department was understaffed. Reaching out to the community and building a positive relationship resulted in financial and political support which allowed him to address the aforementioned internal issues.
