Graff is definitely the other in "Enders Game" using the fear of the buggers and the power which he has gained from this, has allowed him to control the weak by reducing their attitudes and morals, he is using his authority for his own motive, making his actions political. Graff uses his authority and power to change Ender into becoming someone he is not, this is evident when Graff states "that's where you're mistaken. He is even sweeter than he looks. But don't worry. We'll purge that in a hurry." (Chapter 4). This shows that Ender is a sweet boy, and using his power Graff will change his beliefs so that he can destroy the buggers.
