Eritrea was an autonomous region within the Ethiopian Federation and gain independence in 1990. The Eritrean People’s Liberation Front (EPLF) was the victor and Isaias Afwerks became the president. His party supported political pluralism until the border war with Ethiopia in 1998-2000 and started to install centralized government. Isaias and a small circle of military and political leaders loyal to him were committed to ‘guided democracy’, in which participation (voluntary or not) is more important than accountability.
There were many critics who promoted open societies were leaders of EPLF/PFDJ and members of rival nationalist organizations. They committed to help the Eritrean development processes; however, Isaias government crushed them.
