Evaluating the Consultation
Evaluation is an important component of any program; this means that for any program to work there should be some kind of evaluation that should be performed in order to ensure that the program meets its goals. The Consultation and Education Department of the Greenby Community Mental Health Center is not an exceptional as it is an important part of the health center. In this aspect it has been exposed in the case that the department has not been taken with a lot of seriousness or with care. Despite the fact that it is an important part, it has been taken as an addition that needs so much concentration as it can be noted from the remarks made by the executive Henry.
The executive Henry complains of the Consultation and Education Department being a luxury that cannot be catered to for as many other things are needed as compared to it. Consultation and Education Department has not been seen in terms of its benefits and contribution to the Greenby Community Mental Health Center. According to the director Andy, the Consultation and Education Department are of great importance it is a program that is supportive of other programs. This is to bring up the issue that the program helps the community to realize their problems and are able to seek the right medical care. From this point of view, it is important to draw out the aspect of process evaluation measure which is a tool that is used to assess the extent to which a program is able to meet its intended goals (Royse, Thyer & Padgett, 2009). This kind of measure is aimed at assessing the activities of the program that conforms to the statutory as well as the regulatory requirements. The design of the program, the professional standards and customer expectations are assessed.
Since the Consultation and Education Department of the Greenby Community Mental Health Center has not been active, much needs to be done in terms of assessing the activities of the program. According to the rules and regulations of the program, there has been an under performance of the program (Lewis & Packard, 2001). The best process evaluation measure for this is to measure up the performance of the program by means of interviews. This consists of structured interviews along with clinical examinations in Consultation and Education Department of the Greenby Community Mental Health Center. Interviews will reveal the performance of the program, the challenges faced in implementation process and the way out. As such, the interviews as a process evaluation measure will expose the deficit of the program and the best way of overcoming the deficit. Interviews will make provision to suggest ways to improve on the program by exposing its importance and the best way of implementing them. It seems the importance of Consultation and Education Department of the Greenby Community Mental Health Center is not understood; in order to bring out the meaning and its essence, interviews will be of great importance. It is essential to measure up the performance of the program in terms of the activities that are performed as a result of the program and to see if the program activities have been in a position to meet the goals intended (Rossi, Lipsey & Freeman, 2004). In order to establish the effectiveness as well as the efficiency of the program, the outcome evaluation measure is prerequisite.
The outcome evaluation involves the assessment of the program on the basis of the extent to which the outcome oriented objectives have been met or achieved. At the same time, the program makes its focus on the outputs and outcomes inclusive of the effects of the program other than the intended ones. This is done with the sole aim of judging the effectiveness of the program together with the way and process through which outcomes are produced.
