This quote gives the reader more details on what Oceania is and how it functions with the party always controlling everything. It lets the reader begin to ask question since it is towards the beginning, the reader starts to wonder, what Winston asks himself later on. He knew the truth because it was in his memory but it was no use since the party controlled everything and people were punished if they thought about anything that was against the party.
This quote strikes as important because it is one of the first lines that explains to the reader how big brother has control. It also gives a clear explanation of how doublethink fit into the party. Using logic against logic was essentially accepting both arguments, even if it wouldn't make sense because as long as the party said so, it was real. I think I would go crazy if I knew that these things happened but when I tried to talk to somebody about it, they wouldn't remember it or would say that that never happened. I can make a prediction that something similar to how Ocenia works will eventually happen . The government will want more and more control over people and will eventually use different strategies to keep people in control like the continuous war.
One recurring theme in the novel is how the government controls everything by changing the way people use to express themselves, in this particular passage the writer explains how words are being simplified and some words are disappearing because of the lack of usage. The government does want the people to have a way to express themselves because then they start to think about individuality, which can not happen because the people are the party, it would be destroyed if the inner party did not control what people said or how they expressed
