In Genesis, He creates life and heaven but also punishes by creating burning sulfur to rain on the cities and flooding. In Exodus God also creates good in order to free the Israelites but also punishes. He creates the plague of blood, frogs, flies, boils, death of the firstborn, and livestock along with many others in order to punish the people of Egypt. Although these acts seem vicious, God is still good. He proclaims consecration over all of the children both human and animal of the Israelites. When Moses explains this to the people he tells them to think of this as "a sign on your hand and a symbol on your forehead that the Lord brought us out of Egypt with his mighty hand."
