In regards to a promotion, choosing the best candidate is always rather difficult. There are many factors to consider, and at times, such factors may clash. For example, performance versus character: while one candidate may have the best résumé and accomplishments, that candidate may have an extremely bad attitude, an attitude that renders the candidate incompetent of living up to expectations. In the situation presented, such a conflict has evolved.
