The newly formed government of United States of America was split between two parties, federalist and anti-federalist parties. Both parties disagreed on the topic of should states have more power, or should there be a national government which presides over states rights. This eventually led to the formation of the Bill of Rights adding over the Constitution.
The federalist and anti-federalist parties showed disagreements over the Bill of Rights, which gives framework through the nation. The Bill of Rights was adopted after the failure of the Articles of Federation.
