Florida is an extremely seasonal state. Winter is season for the hospital. During the winter in Florida there is a major increase of people who live in the northern states that come to the state of Florida for the warm weather.
The challenges for the Florida hospital are most prevalent from January to April when the hospital experiences a 30% upswing in population from seasonal residents. The hospital has to make sure that the resources at the hospital are adequate to meet the community demand especially when the demand is sudden.

Census is the official count of the number of patients the hospital admits to the hospital. Farlex (2015). Once the hospital determines how many beds are available to accommodate the increase in patients, they then need to decide how many more nurses needed to staff these beds to take care of the patients. The facility will then check the total number of nurses they have to decide how many more nurses they need.
After they have determined how many extra nurses they will need to staff the units, they will then need to decide the best, most cost effective way to bring in and hire these nurses. There are several approaches in which the hospital can get extra nurses for the winter months.
One approach the hospital uses is to hire nurses as employees of the hospital. The nurses would be considered seasonal nurses and employees of the hospital. They come and work at the hospital only through the winter and once winter is over, they will leave and the hospital will place them on inactive status.
