The EPA concluded that municipal water supplies should not be disseminating fluoride due to its ability to be toxic (Water.EPA.gov, 2015). The Food and Drug Administration (FDA) stated that fluoride is a prescription drug and not a mineral nutrient, which does not meet any safety or effectiveness guidelines, and hence, has prevented FDA approval of fluoride use (FDA.gov, 2015). Fluoride use became widespread before the FDA did thorough testing or even required testing. The American Dental Association recommends the use of fluoride, but has issued a caution against children under the age of six months receiving any form of fluoride; they recommend that it is safe for children between the ages of six months to three years to receive one cup of
