Social works should stop in more frequently, so that they are unexpected. By being unexpected it allows for the social worker to get a real taste of what life is actually like for the children. It also allows for the social works to make sure there is no foul play going on in the household. All regulations should be met in the home. One example would be that the boys and girls should have separate rooms.
If foul play is suspected in the foster home the children should be taken away admittedly until a full investigation is complete. Depending on the results of the investigation the children may or may not be placed in a new home. If the foster parents are convicted of foul play they should be punished depending on the foul play that took place.
