EOP Group conducted an in-depth historical analysis of General Motors Political Action Committee’s (GM PAC) contributions to six (6) senatorial committees of interest for the past three (3) campaign cycles which include 2011-2016. The committees that we focused on were focused around GM’s interest in receiving increased aid from Department of Defense (DoD), Department of Energy (DoE), Department of Homeland Security (DHS), Department of Transportation (DoT), Department of Commerce (DOC) and the Environmental Protection Agency (EPA). The six committees that were focused on are Armed Services, Commerce Science and Transportation, Energy and Natural Resource, Homeland Security and Governmental Affairs, Environment and Public Works, and Appropriations. The Senate was focused on specifically due to many members’ long tenures, seniority over House members, more consistent committee assignments, larger constituency groups, common tenures within the House and Senate members 6 year terms compared to the House’s 2. Focusing on the Senate will allow GM to more effectively advocate for themselves.
Analysis
EOP Group took into account committee members between the 112th and 114th Congresses and broke the committee members into categories of how long they served on the committee. From our analysis we can conclude that GM PAC is not effectively distributing contributions to the committees that they have interest in.
As an example, the Senate Energy and Natural Resource committee has had 34 different committee members over the last 6 years. The Senate Energy and Natural Resource Committee is charged with vast oversight of the EPA, DoE, energy resources and development, including regulation and conservation. With the development of low-emission, no-emission and alternative
