Article Summary
This article is about the Red-states that are refusing to implement the Affordable Care Act (ACA) to expand the Medicaid program. Through the ACA states were offered 100% Medicaid reimbursement through 2016 and after that at the minimum 90% reimbursement. Red-state lawmakers did not take the Medicaid expansion because the threat of being unseated was and is very real. Tea Party groups continue to threaten removing ACA supporters from their seats if they take the government money to expand Medicaid.
John Tozzi with Bloomberg business week states, “The Supreme Court made the Medicaid expansion optional, and 24 states are opting out, at least for now” (Tozzi, 2014, p. 1). Opting out of the federal funding leaves a gap in coverage for people that are too poor to get subsidies from the ACA but still not poor enough to get Medicaid under the old guidelines. Some state lawmakers are trying to use the federal funding in different more creative ways to offer health insurance. Expanding coverage to poor citizens through privately managed plans or by helping to pay for insurance through the health exchanges are examples of two programs being run in two Red-states that oppose the ACA.
