“All men are equal before fish.” Herbert Hoover said this to exemplify how everyone should equal, an outsider looks at a human and thinks they are all alike, all equivalent to each other. This represents what kind of president Herbert Hoover tried to be because he was saying a quote of equality. Herbert Hoover, the 31st president of the United States, served in office from 1929-1933. Hoover had to deal with horrible disasters, like the Great Depression, and wonderful accomplishments, like the Hoover Dam. Even though he was accused of causing suffering to others, Herbert Hoover was still a great president and had America's best interest at heart.

It was built to stop the giant flows of the Colorado river from going into the city. At the time, Herbert Hoover was the Secretary of Commerce, but had a great deal in this operation. Everyone in government was debating on how to fix the river problem. Hoover had an idea to arranged the 1922 Colorado River Compact; this was a compact that gave rights to the river, among the 7 states around it: Colorado, Wyoming, Utah, New Mexico, Arizona, California, and Nevada. However, Hoover’s idea almost didn’t work because of the legal dispute that people continued to debate over. The thirtieth president, Calvin Coolidge, authorised the project in 1928, six years after Hoover had the initial proposal. Not too long after that, Secretary of Interior at the time, Ray L. Wilbur, announced that the Boulder Dam would be known as the Hoover Dam, although the name did not become official until 1947. At the beginning of the Great Depression, the optimistic laborers who were hired to work on the dam went to Boulder City, which was six miles away from the work site. Ultimately, in 1931 six contractor companies were to work on the dam for five million dollars. The Hoover Dam was finally finished on September 30, 1935.
