The Holy Roman Empire known as the big state was ruled by emperors and popes. Conflict started to build up between the Holy Roman Empire and the two most largest and powerful states which were the Kingdom of Austria who’s ruler was Habsburgs, and the other state being the Kingdom of Prussia, which was ruled by Hohenzollers. The Holy roman empire started to go down the drain and when it had completely failed they started to question what they were going to do with Central Europe. There only thought was to unify the German states and create their own confederation of their 39 German states including the strongest ones which were Austria, and Prussia. Bismark had his plan ready and was determined to unify these small German states into one big powerful state, and not only that but with Prussia in its center to. The only thing Bismark wanted was to make the German empire the most powerful.
