President Abraham Lincoln had issued the Emancipation Proclamation on January 1, 1863. The Emancipation Proclamation had a massive impact on the war effort, though it didn't actually free any slaves. The Emancipation Proclamation also guaranteed that African Americans, whether they were runaway southern slaves or northern freemen, would also be allowed to join the Army and Navy and be able to fight against the Confederacy.
