As the newly elected Chief of Police for the City of Scottsville, TX, my first task is to create and implement a plan to deal with the recent spate of multiple daytime robberies. To complete this task, we will develop a comprehensive investigation plan, determine our technological needs, analyze and synthesize the crime data, determine which investigative unit(s) will be assigned the task, and determine what our supply and equipment needs are.

The department’s digital photograph and video cameras will be used to provide surveillance of the downtown area. The new vehicle license plate identification software will be able to automatically trace the license plate numbers of all vehicles that enter the downtown area and provide real-time information to officers on possible suspect vehicles. The cameras can also be covertly placed inside parked vehicles to provide coverage of storefronts. Digital, motion activated game hunting cameras provided by the local Academy Sports and Outdoors store will be utilized inside of stores to capture people as they enter and exit stores. The department’s handheld radios with secure Bluetooth technology will be used for communicating between officers and the command center. The officers will be able to appear to be talking on their cellular phones to anyone who sees them.

Analysis of Robbery Activity The crime reports and witness statements will be analyzed to determine the times the crimes were committed, number of people thought to be involved, and placement of individuals in the stores before and during the crimes. Also, the ages and sexes of the individuals committing the crimes will be looked at. This will give officers a profile to look for such as a group of older men entering the Victoria’s Secret.
