Introduction
James Madison (Hereinafter referred to as Maddison), forefather of the United States Constitution, has stated that the manner which property is regulated, is not always fair. Governments do not always react to justice, but react to power, and groups with interest. Groups in power can shift and mold government. Groups in power have a direct impact to current laws. Examples may be in a comparison of bills passed by lobbyist with bills passed by actual congress. Madison has made the point that this is inevitable.
