James Madison is the most famous and important person in American political and somebody call him “ founding father” because his thought of political changes America and still influences the world. Madison states American government need some change after civil war: "A popular Government, without popular information, or the means of acquiring it, is but a Prologue to a Farce or a Tragedy;or, perhaps both. Knowledge will forever govern ignorance: And a people who mean to be their own Governors, must arm themselves with the power which knowledge gives,” and he begins his political changes in his president period. In Federalist No.10, Madison wants to create a justice government because he realizes America cannot keep against each other anymore or the whole country will separate.

In Federalist No.10, Madison not only points out the important of the government, but also argue about the country should create a basic law to follow. The importance to make Constitution is giving government the right to deal every violences between rich and poor and destruction of the factions. For Madison, there are only two ways to control factions: to remove the causes or to control the effect The first is too difficult to do because there are two ways to remove the causes, one is destroy freedom or give each citizen same rights. Destroy freedom is not a democracy country should do to their citizens and America just finish civil war if the government wants to destroy freedom at that time, the war will happen again. Giving each citizen is impossible and impracticable because factions are coming from people's minds, so people must handle their effects and accept their existence.
