Michael Shanks, former chairman to the National Consumer Council of Great Britain, characterizes professional gobbledygook as sloppy jargon intended to confuse nonspecialists: "'Gobbledygook' may indicate a failure to think clearly, a contempt for one's clients, or more probably a mixture of both.
