As a result of the war, the Bureau gained responsibility for Espionage, Sabotage Acts, and Selective Service as well as assisted the Department of Labor by investigating any enemy aliens. Then in October 1919, the passage of the National Motor Vehicle Theft Act gave the Bureau another tool which they could prosecute criminals who previously evaded the law crossing state lines . Mueller, the third came into office with the initiative of upgrading the Bureau’s technology infrastructure to address the management issues and records. There was also a change directed toward the FBI foreign counterintelligence analysis and security as a result of the damage that was done by the former special agent and convicted spy (Robert Hanssen) . As support for the Bureau’s mission to change, the FBI structure and operations focused on the prevention of terrorists’ attacks, countering foreign intelligence operations against the United States, and on addressing cyber-crimes other highly technological crimes
