Effective Leader Essay Kamehameha rules all the hawaiian islands except Kauai and he tried to conquer it by force. It was the last island Kamehameha needed to conquer until he was the ruler of all the hawaiian islands. Kaumualii knew he couldn’t win so he surrendered to Kamehameha. Kamehameha made Kaumualii ruler of Kauai and Niihau. For the first time, Kamehameha was ruler of all the hawaiian islands. He cared for his people because he made the law of the splintered paddle and whoever is caught stealing or killing will be put to death. This showed he cared for his people because they wouldn’t be killed or stolen from and so that Kamehameha would also be safe. This change happened after the unification.
