Kelley’s law states that if an individual is murdered and they had a protection order against the offender it will be considered a capital offence, which mandates life without parole for anyone who defies a restraining order and intentionally kills his or her victim. This law was in response to the murder of Kelley Rutledge Johnston in July of 2000. Mrs. Johnston obtained a protective order against her husband David just weeks before he savagely beat and murdered her.
