To begin, in Phil Hands “Mascots” cartoon, he persuades his Wisconsin audience about national issues because he uses certain ways of getting his point across. “While many of his cartoons tackle national issues” (5), This quote was specifically chosen because it supports the fact that Hands Cartoons are about national issues.
