Legislative Process The legislative process starts with an idea that a Senator or Assembly Member choose to author a bill. There are various committees that must review the proposed bill. The steps of research to the pros and cons of the idea must be done before it can be presented to the president's desk for final approval or veto. During these steps legislators listen to their constituents to hear what they want. It is injected into a human to stimulated or artificially increase disease immunity to the strain being injected. The theory or proven fact to that is that if the human comes into contact with that disease strain their body has developed an immunity from the vaccination.
