In this quote, Richard emphasizes his legitimacy as true king over Bolingbroke because he is a God-appointed King; Richard implies that he is legitimate because he obtained the throne through the right of succession, and thus is the “anointed king” over England. However, Richard II is also completely inept at managing the country. Sure he has the legitimacy of being the rightful King, but he does not have the political savvy to maintain his rule.

Richard lacks the ability to make calculating political decisions. In this case he only sees a need (more money) and fills his need by taking from the peasants. Despite his being the rightful King, he is a weak and self-centred man who does not prosper the kingdom.
