Lifeline utilities account for approximately 8% of industrial damages. Over eight million homes experienced power outages. Two million households lost access to clean water. Gas utilities were reported in only half a million households. Most of the natural gas pipelines were ruptured during earthquake. Fires took days to control in order to repair pipelines and restore many utility services (Kajitani & Tatano, 2013). The Japanese government’s monitoring of hazardous materials is vastly inferior when compared to countries such as the United States. Japan’s regulations only require companies to report 462 priority hazardous chemicals. These amounts only apply to chemicals which are released or transferred each year. This regulation only
