Lifeline utilities account for approximately 8% of industrial damages. Over eight million homes experienced power outages. Two million households lost access to clean water. Gas utilities were reported in only half a million households. Most of the natural gas pipelines were ruptured during earthquake. Fires took days to control in order to repair pipelines and restore many utility services (Kajitani & Tatano, 2013). The Japanese government’s monitoring of hazardous materials is vastly inferior when compared to countries such as the United States.
